Contractor Performance

On behalf of its member agencies, the SBWMA currently provides contract management functions specific to the individual Franchise Agreements for solid waste, recyclable materials and plant materials collection services with Allied Waste of San Mateo County. We also monitor Allied’s performance in operating the Shoreway Recycling and Disposal Center under contract to the SBWMA.   Key contract management activities, include, but are not limited to:

Each year, typically in April, the SBWMA holds the Annual Performance Hearing of Allied's operations. A Performance Hearing panel consisting of SBWMA board members focuses primarily on the following areas:

  • Collection operations, including the quality of service (e.g., number of missed pickups)
  • Customer service and public education (e.g., call center performance, service to member agencies)
  • Performance of recycling programs including residential and commercial collection services
  • Shoreway Recycling and Disposal Center management, including public recycling programs, scale house operations, and handling of trash and recyclables
