Kevin McCarthy
Executive Director
Kevin McCarthy joined RethinkWaste as its first Executive Director in 2006. He provides overall financial and operational management for solid waste and recycling services for the RethinkWaste’s 12 Member Agencies. Kevin was previously the Business Development Manager for two privately owned recycling companies in southern California. Prior to that, he served as Vice President of Government Affairs for Waste Management, Inc.’s Recycle America subsidiary. He worked for Waste Management for over 12 years, half of those years in the East Bay as the Recycling Manager for the Davis Street Transfer Station, one of the most innovative solid waste and recycling facilities in the United States. He is nationally known and recognized for his efforts in municipal recycling facility and policy development, with particular expertise in collection and processing programs for construction and demolition waste, organics and electronic scrap.

Cliff Feldman
Recycling Programs Manager
Cliff Feldman joined the RethinkWaste staff in early 2007 after developing and managing recycling programs for the cities of Oakland and Fresno for the prior 17 years. His education highlights including earning a master’s degree in Environmental and Waste Management, and more recently a master’s degree in business administration. As Recycling Programs Manager, Cliff’s primary role is to manage the Collection Services RFP process, administer the Member Agencies Collection Services Franchise Agreements, and assist Member Agencies with programs and policies to meet and exceed the State-mandated recycling and waste diversion goal.

Cyndi Urman
Office Manager/Board Secretary
Cyndi Urman joined the RethinkWaste team in June 2010. Her primary role is to oversee and help mange the day-to-day logistics for the office, serve as Board Secretary and provide administrative support to the staff members and agency. Additionally, she provides customer service to the general public and those within the RethinkWaste area of service. Cyndi comes to RethinkWaste with an extensive background in customer service, community relations and marketing having worked for a Chamber of Commerce, a medical center, and in the high tech industry.

Faustina Mututa
Environmental Education Coordinator
Faustina Mututa joined RethinkWaste in mid-October 2011 as the Environmental Education Coordinator, responsible for developing and conducting educational tours at the new Shoreway Environmental Center. Most recently, she was the Environmental Program Associate with Castro Valley Sanitary District, where her primary role was to work with school administrations, teachers, students, parents and the community to enhance and practice sustainable waste reduction programs. Prior to that she worked for the City of San Jose Environmental Services Department where she provided recycling technical assistance. She holds a master’s degree in Urban Planning with a major in environmental studies.

Heather Co
Environmental Education Associate
Heather Co joined the RethinkWaste team in early December 2011 as the Environmental Education Associate. She assists in the operation of the environmental education programs of the Shoreway Environmental Education Center and leads field trips with the goal of resource conservation. Heather's past experience includes volunteer and internship work with various environmental education agencies in California and abroad focusing on educating the youth about nature, sustainability and our environmental impacts. She holds a Bachelors of Science degree from the University of California, Santa Barbara in Environmental Studies.

Hilary Gans
Facility Operations Contract Manager
Hilary Gans joined the RethinkWaste staff in 2006 and brings over 20 years of industry experience to his roll as the Facility Operations Contract Manager at the RethinkWaste. His main responsibilities include managing the Facility Operations RFP selection process, the Shoreway Environmental Center construction project, and the ongoing oversight of the Shoreway Recycling and Disposal Center facilities currently operated by South Bay Recycling. Before starting at RethinkWaste, Hilary worked as a manager for Allied Waste’s Newby Island recycling and composting facility in San Jose. While there he pioneered the construction on the composting operations and conversion of the MRF to single stream.

Marshall Moran
Finance Manager
Marshall Moran joined the RethinkWaste staff in early 2008. As the Finance Manager, he is responsible for providing financial analysis of RethinkWaste programs and projects, managing the budget process, and assisting with rate analysis. Marshall has over 15 years experience in finance in the solid waste industry. His past experience includes serving as controller for various operations at Waste Management, Inc., including hauling, transfer station and landfill operations, in the Bay Area and elsewhere. Marshall has also worked in finance in the distribution, service, manufacturing and health care industries. He has a bachelor’s degree from Santa Clara University and a master’s degree in business administration from California Polytechnic State University, San Luis Obispo.

Monica Devincenzi
Recycling Outreach and Sustainability Manager
Monica Devincenzi joined RethinkWaste in late 2008 as the Recycling Outreach and Sustainability Manager, responsible for RethinkWaste public outreach efforts and assisting with program development. She has over 13 years of experience in the solid waste industry in the Bay Area with her primary focus being in government, community and media relations. Most recently, she was the Municipal Relations Manager for Waste Management, where she was responsible for overseeing municipal contracts, assisting with the procurement of new business opportunities and acting as liaison to the jurisdictions served by the company. Monica has a background in journalism and public relations prior to entering the waste industry.
